VietNamNet Bridge – Beauties of the Miss Earth 2010 pageant relaxed at the swimming pool of Diamond Bay resort in Nha Trang on November 16 afternoon.
VietNamNet Bridge - Ultimatums have been given to foreign developers sitting on their hands instead of developing their projects.
The people’s committees of central Phu Yen and Binh Thuan provinces announced investment certificates for gigantic tourism property projects would be scrapped if the developers cannot implement their commitments. Those projects include Galileo Investment Group’s Creative City and South Fork Development Company’s South Fork Twin Capes project.
The strict announcements indicate that provincial authorities are cautious over the financial abilities of foreign developers, who registered to build behemoth tourism property projects.
Galileo Investment Group, which registered to develop the $1.68 billion Creative City in Phu Yen province, comprising residential, commercial, financial, educational, high technology and tourism zones, has delayed paying nearly $8 million in deposits for the project. The Phu Yen People’s Committee said the final deadline for this developer to pay its deposit was December 21.
“After the deadline, we will withdraw its investment certificate. Paying a deposit is a strong commitment of a developer to the project,” said Nguyen Chi Hien, director of Phu Yen’s Department of Planning and Investment.
Meanwhile, the Binh Thuan People’s Committee announced that it would revoke the investment certificate of the US-bankrolled South Fork Twin Capes project if its investor, South Fork Development Company, failed to start the project’s construction before December 25.
The provincial authority stated that this project, licenced in 2004, had been delayed for too long and the investor “does not actively process procedures regulated in the investment certificate to implement the project’s construction, and does not have goodwill to cooperate with local authorities”.
The $50 million South Fork Twin Capes in the coastal town of Phan Thiet in Binh Thuan province, about 150 kilometres east of Ho Chi Minh City, is comprised of first class ‘theme resorts”, two 18-hole golf courses, villas and a 6,000-seat conference centre. Local authorities criticised the project for prolonged delays since it received an investment licence in 2004.
Binh Thuan Police Department recently indicated that there were signs South Fork Development Company was trying to transfer the project before implementing construction. The agency also proposed to withdraw the investor’s certificate.
“We are facing pressure from residents who are asking whether South Fork has strong financial abilities, as they announced before,” said Luong Van Hai, director of Binh Thuan’s Planning and Investment Department.
Recently, the Ministry of Planning and Investment (MPI) required all provinces and cities nationwide to check, assess and report all tourism property projects engaged in eco-tourism, entertainment, resorts, casinos and golf courses based in their localities to the Ministry of Planning and Investment (MPI) by November 30. The MPI estimated that about 130 foreign-invested tourism property projects would be inspected in the near future.
MPI Minister Vo Hong Phuc said that many foreign investors, including tourism property ones, came to Vietnam to take advantage of the country’s investment incentives, while waiting to illegally transfer their projects to seek profits.

"We've never known before the exact birthday of a black hole, and now we can watch as it grows into a child and teenager," said Kimberly Weaver, an astrophysicist at NASA's Goddard Space Flight Center. "Learning about black holes has been like solving a puzzle, and this will help us get closer to a full understanding."
An armature astronomer found the star 31 years ago which is 50 million light-years away from earth. In 1979, the star was in process of exploding into a supernova.
When very large stars explode - or go supernova - they may leave behind a fairly massive remnant that can then collapse in on itself. Eventually, it can collapse to the point of having no volume and infinite density - at which point it is a black hole.
The researchers believe that the black hole is now about five times the mass of our sun but is less than 25 miles across and was formed from the explosion of a star about 20 times as massive as our sun.

In the past three years, the number of Vietnamese students in the US had increased sharply by 40 percent per annum, putting Vietnam on the list of the nations with the highest numbers of students studying in the US.
Lan Anh, a student of the Hanoi University of Foreign Trade, said that she is planning to go abroad to attend a training course for a MBA degree.
“The US and the UK are the best destinations. However, I may have to go to another country which has more reasonable expenses. My family’s business has been going not very well, while the Vietnam dong has depreciated dramatically against the dollar,” she complained.
Vietnam is not the only country witnessing a decreasing rate of the number of students studying abroad. The number of international students going to the US last academic year only slightly increased and the increase proved to be much lower than the average 15 percent growth rate in the years before.
More than a half of the 25 countries which have students studying in the US have seen a negative growth rate in the number of students this year. Japan, the country which suffered the biggest impacts of the economic crisis, has seen the number of students decrease by 15 percent.
Meanwhile, China, a country that obtained high economic growth rate despite the crisis, and replaced Japan to become the second biggest economy in the world, has seen the number of students in the US increase sharply by 30 percent.
The US, though only witnessing modest growth rates in its number of visiting students, is still leading the countries in attracting international students. 700,000 international went to the US to study last year. Experts say that the figure shows the attraction of the university education system of the country.
Non-traditional markets attract US students
Meanwhile, the economic crisis has also led to the fact that the number of US students going studying abroad in 2008-2009 decreased slightly with 260,000 students.
However, the number of students going to countries which are not the popular destinations for studying, has increased significantly. Nineteen out of 25 destinations for US students are countries where English is not the main language. Vietnam, for example, attracted 700 American students last year, an increase of three percent over the year before.
This is the golden opportunity for developing countries to attract American students, because education is considered a high grade service which can attract money for the countries.
According to the US Department of Commerce, every year, international students in the country pay nearly $20 billion to the economy. Besides, the country can also attract other large sums of money, when parents and relatives of the overseas students fly to the US to visit their children.
In the crisis, the universities in the US are trying to attract more international students and compete with other markets which require lower costs, such as Australia or Singapore.

The village in the southern province of Binh Duong is mentioned in historical documents – Gia Dinh Thanh Thong Chi (Annals of the Gia Dinh Citadel) – as being well known for its use of lacquer as a decorative art more than 200 years ago.
That it continues to be a popular draw for art lovers and traders from all parts of the country to this day is by itself an indicator of how strongly rooted this tradition is in the village.
The lacquer paintings, boxes, plates, trays and vases from the craft village in Thu Dau Mot Town are famed for their glaze and longevity.
"The products have such high quality due to the thick resin extracted from the cay son (rhus succedanea) which has been used by generations of local artisans, " said Tran Van Khiem who has over 50 years of experience in the craft.
These trees, also known as lacquer trees, are commonly found in Southeast Asia. In Viet Nam, they thrive mainly in the northern province of Phu Tho where they produce a sap of superior quality.
"These days, many businesses use imported paint to substitute for the resin of cay son from Phu Tho. This has lowered the quality of local lacquer products," Khiem said.
Khiem who runs a family concern, is among many artists in Tuong Binh Hiep who have stuck to resin from the Phu Tho trees which is famed for lacquer that gleams for 30-40 years.
The 73-year-old said he learnt the craft as a teenager from a veteran artist in the village.
Painstaking work
"It took me several years to master the techniques for mixing lacquer resins which is the first step in the process.
"The original resin is black. Artists can grind different coloured stones into powders which are then mixed with the resin to create a range of colours," Khiem said.
Artists paint the coloured resins directly on to the surface of wood, bamboo or metal. The resins stick fast to almost any surface.
"Then we spent many days polishing the surface, " Khiem said.
"Usually it will take us around four or five months to complete a 2 by 3m painting using this traditional process," he said.
"It is slow and costly. However, I'm determined to maintain this traditional technique within my family," he said.
"Every step in making lacquerware is important and demands skill and dexterity from workers," said Tran Le Tri, manager of the Minh Nguyet Lacquer Co.
With myriad designs worked out in eggshell and mother-of-pearl inlays, the village offers lacquerware in thousands of designs and models. Among the most common items are boxes, trays, vases, pots and paintings.
"Each product is not only pleasing to the eye, but also useful and durable," Mai Thi Hoa, said a satisfied customer from HCM City.
Over 100 households in Tuong Binh Hiep now earn their living from the craft which had been pushed to the brink decades ago.
Today, the number of contracts signed with traders around the country has increased; and the village has recruited many young people to train them in the traditional art.
